| Is there any way to setup a secured FTP on Windows 2003, for example using
SSL? I know that IIS 7.0 will support this feature, but I need the
functionality now.

No, that's not possible in IIS 6.0 on Windows 2003.
If you need this functionality right now, you'll have to look at a 3rd party
ftp program (e.g. GlobalScape).

| Other alternative is to secure the entire ftp connection via VPN
