Question Regarding IIS 6 FTP w/PASV and Windows 2003 RAS

I've read up on all the threads regarding PASV FTP and windows 2003 RAS here
and I was wondering if my current RAS setup with a customization or two
could support passive FTP and translate the internal IP of the IIS FTP
server into the Public IP that was setup in the ports section of the RAS
server? Or is something like ISA2000+ my only kinda of option (just found a
ISA2000enterprise CD but I don't want to have to recreate my network's
edge).
