I have SMall Business Server 2003. I want to setup FTP server on it so that
I can send large files from "outside" to the server on my home LAN. How do I
do that?

The concept is the same of setting ftp in normal windows server
- install ftp server
- configure user account for access and grant appropriate NTFS permissions
to users/group
- configure port forwarding at your home router/modem to forward ftp request
to the IIS.

If you got enable ISA, make sure ftp request is allowed as well.
