Hi,
I am having error 403.15 when multiple users try to call
the website.
Configuration:
-User authentication via ADSI (different Server with the
WebServer)
-Upon authenticated, the default page will be called from
the WebServer

Checking from Microsoft website, this error is related to
the limitation of SSL connection to no of CAL available
and solved in Service Pack 2.
But, the servers that we have is installed with Service
Pack 4, and we don't access the website through SSL.

Any advice?

Are you exceeding the CAL limit on the server?

Check using the Licencing Control panel, or look in the Windows Event Log
for an error message indicating that you have exceeded the CAL limit.

Which server should I check?
The ADSI server or
The WebServer?

I would check the webserver first. The error you are seeing is a HTTP
response code.

If the page could be loaded, but the webserver was having a problem
connecting to the ADSI server (eg connection refused because of a CAL
issue), then I think you would see a 500 Internal Server Error response
code, because the problem is with the code execution, not the connection to
the webserver.
