Anyone can put a system on the Internet and enter in your IP address as
theirs on their computer. But usually this error message means a technical
problem or misconfiguration. Are you at home or at work? What's your IP
address, and how did you get that IP address? Did you just choose it
yourself? Have you called your ISP to report the problem [especially if
your system is set to obtain an IP address automatically and you don't have
a network administrator or a DHCP server]?
