Author User can not download activex control updates.

I have been receiving complaints from users that they can not get activex
control updates. This seems to be the case for normal users, users with admin
or power users can download updates without a problem.

Did I miss something or can't domain/local users download activex updates?

How does this need to be configured to work?

Is this only occurring since applying XP SP2, by any chance? It's
configurable in Internet options or via group policy

This behaivor is consistent on both W2K/SP4 and XP/SP2.

I have tried every combination of internet option I can come up with so
please be a little more explicit than saying it is configurable.
