We just moved our web applications to a new web server that has Windows 2003
Server Web Edition. Should I / can I run IIS lockdown on this?

IISLockdown does not run on Windows 2003 - IISLockDown functionality is
already built into IIS6

You can install URLScan v2.5 if you want. Check this page for
discussion/options:
