web site operator rights in IIS 6.0

| How can I give one user web site operator equivalent
rights in IIS 6.0 so they can publish a web site using
Front Page without making them local admins to the web
server?
I've given the account logon local rights, full control
over the web site's directories, and tried using the
mbexplorer.exe tool as described in Microsoft Knowledge
Base Article - 818073 but I'm not real sure how to use th
tool.
Any suggestions?

| Does the website already exist? If so, just give them authoring permissions
in FPSE (the Sharepoint Administration tools in the Admin Tools folder)
There is no "operators" tab in IIS 6.0, and no supported way of getting that
functionality back. If you need to enable specific functionality for a
particular user, we may be able to help you out with that.
