IIS 4.0 failed after MS04-021 patch installed

| I encountered inetpub.exe error after applied security patch MS 04-021 on my IIS 4.0 server. The IIS service failed to start and I have to uninstall the patch in order to resolve the problem. Any ideas what is the cause ? Appreciate if you have the answer
for me. Thanks.
Below is the message found in the application log.
The description of event ID(1003) in source (IISInfoCtrs) could not be found. It contains the following insertion string(s)
