I would like to create an intanet that everybody can access with userid and
password and specific ip ranges should be able to acess without entering
userid and password. How can I configure IIS6 to do that?

Easiest? Install Sharepoint. Or a portal.

Beyond that, use correct permissions on the folders, require Windows
Authentication or roll your own authentication scheme. Hard to be
specific without a much more detailed description of the environment
and needs of the project.
