Check the NTFS permissions on the folder / file and make sure
IUSR_machinename has read & execute permissions.

OK, try opening Internet Services Manager, navigate down to your website,
right-click your website entry and select Properties. In the Directory
Security tab click the Edit button under Anonymous Access and Authentication
Control. Make sure the Anonymous Access checkbox at the top of the screen is
checked.

Check this on the website entry and the directory your files are held under.
