IIS Lockdown and Hisecweb issues

I am running a Windows 2000 server with IIS 5.0. Since implementing the IIS
lockdown tool and the hisecweb template i have encountered a couple of issues:

Firstly i cannot add users or groups to the Operators tab and secindly i can
no longer install software (patches and updates) on the server even when
logged in as an admin.

Can anyone help??
