IIS Server Security - unable to open site with frontpage

I have win 2003 server with iis 6.
From the Web Admin I create a new sub-web.
From the sub-web I make a domain account admin. (no other rights on server)
From frontpage I open site, type the domain account and the login prompt
keeps comming back. Until the account locks out there is nothing in the
security event logs.
Web Dav is allowed.
Frontpage Server extensions have been applied
All patches and update have been applied.

What else should I look at?
