IIS Server Security - bad_record

I am having a problem using certificates with IIS. If I enable
certificates I get a "bad_record_mac" on intermitent requests.
What happens is the first request works and subsequent request fail if
not preceded by a timeout.
So, if I make 10 requests with no time out the result would be the
first request would work and the second and third wouldn't then the
fourth would work and then the sixth.

If I set the server to ignore certificates I do not get the problem.
any help would be appreciated
