I succeeded in seting up my FTP server within Windows 2003 as described in
the following article:

My question is How can I setup an user and which permissions do I need to
give the user for accessing the FTP Server?

How can I test the security to be sure that it is secure enough?

If I understand your question right you're asking how you specify that
certain user can read or write to your FTP server. The FTP server uses file
permission. If your server allows anonymous access and an anonymous tries to
read a file the server will by default use IUSR account. In authenticated
scenario it is the same. First you create a new user account. Then you give
appropriate NTFS permissions to that account. You can also configure access
for all users by disabling/allowing read/write access on the FTP site or
virtual directory level.
