I am creating a web site in IIS (6.0 - windows 2003) using ADSI.
how can i install SSL certificate and configure the site to require SSL
communication?

Haven't use this tool before, but you can try to play with it.
with IIS 6 reskit, you get a iiscertdeploy.vbs
