Author ActiveX failed to downloand and install error

I have Windows 2003 basic server and IIS6 installed on a server - I
implimented Certificate Authority onthe same server.
When I try to request a certificate, I get an error that says:
"The proper version of activex failed to download and install. You may not
have sufficient permissions."

I have added the site to trusted sites, but that didn't help.

I am at a loss - how do I fix the problem? I need to use SSL for this sight
with a limited number of users, who need to request certificates.

Do you get this msgs ?
An Active control on this page might be unsafe to interact with other parts
of the page. Do you want to allow this interaction?

No I get a message that says:
"The proper version of activex failed to download and install. You may not
have sufficient permissions."

Have you try reopen IE and retry ?
This is IE issue and not Cert enrollement. All browsers experience same
issue?
Have you try post this to IE newsgroups?
