I was wondering if it is possible to block visitors coming from a
particular website ? I want to be able to block via referrer links, if
that is at all possible ?

Yes, it is possible to do that sort of logic.

However, it is performed via an add-on module, just like Apache.

Thanks. In my search, I've managed to find IIS Mod Rewrite which
actually works for this.

Correct. You need add-on modules to perform this sort of non-standard logic.
Both IIS and Apache can do this; only differences are how it is bundled and
cost restrictions.
