i get popups when ie isnt open. I installed an adware detection program from
microsoft but it still happens.

Bummer. But no change to IIS will help you. You want to post in a
general security group. Or Google "stop messenger popups".

go to start->settings->control panel->admin tools-> services and put the
messenger service on manual or disabled(manual recommended)
This will not affect the MSN messenger p2p client but will shut down those
annoying popus. Also a good firewall will help as well
