disabling weak ciphers in IIS 6

I have disabled all cyphers less than 128 bits in my server using MS
article 216482. . However, when we run openssl to confirm the changes it
detects ciphers less than 128 as still enabled. Has any one had this issue?
I'd appreciate any info.
