Author Downloading .exe files

I recently upgraded a web server from Win2k to 2003. The old server had files
to download with the .exe extenstion. These files can't be downloaded anymore
with 2003. I get the 'Page or File not found' error when I click on it. any
idea's? I've looked everwhere I could think of for this setting..
