That may not be sufficient.

First of all you need to install the Frontpage Server Extensions (FPSE).
Then go into the Sharepoint Admin site and choose to Extend the site you
want to edit.

Lastly, by default, Windows Admins would also have permissions to edit sites
via FPSE, but you would need to confirm those permissions inside the
Sharepoint admin site.
