Changing password over IIS

| I have a webserver that is not part of a domain. We have localized accounts
on this server. I am trying to have a way where the users password will
change and will be prompted to change it.
I have used the iisadmpwd virtual directory, but you have to actually go to
that page to change it.
Is there a way that iis can direct me there automatically when a users
password expires?

CAUSE
Most of the problems that are associated with the Change Password pages
occur because of the technological limitations of Active Directory Service
Interfaces (ADSI) when ADSI is used in an Active Server Pages (ASP) page on a
Web site.
I am not using active directory. These are local accounts on the server.
