FTP concerns due to brute force attacks

My Ftp site that is running on IIS has recently been experiencing brute force
attacks and was trying to implement the FTP security service on
http://www.insight-onsite.us/ftpsecurity/. I was wondering how do i set the
the FTP sites to inherit their Directory Security settings from the root?
I install all the other requirement already but i don't see the ban ip
address on the root.
