FTP IP address restriction problem

| I run IIS 6.0 under Windows 2003 Server.
About two months ago, I changed my default FTP site access to deny access to
all but specified IP addresses. It's been working fine until now. I just
entered another IP address, using the same method as before (in IIS
Manager), but it won't allow access to the new IP address. Instead, I get
the usual message in the event log:
"FTP Server could not create a client worker thread for user at host [IP
address]. The connection to this user is terminated. The data is the
error."
The IP address in the error message is the correct IP address, so I have
entered it correctly, but it won't grant access.
Thanks for any ideas.
