IAS & VPN Error 649

| Hi all,
I have a Watchguard firewall that is setup for VPN to
validate via the Radius IAS Server.
I keep getting the error:
649 The account does not have permission to dial in
I can't seem to figure out the issue. I checked the IAS
log and the user name is passing through. The remote
policy is very simple, basically allows connectivty all
the time.
Any ideas?

Verify that the dial-in properties of the user account are set to either
"Allow access" or "Control access through remote access policy."
