Which RFC / Document recommends the use of UDP port 1700 for RADIUS Disconnect

just trying to see where specifically the port 1700 is/was
recommeneded as a standard for recieving disconnect requests.

| The recommended ones are 1645/16446 and 1812/1813 (with the later being more
preferred)
Anything else is up to the administrator, IAS would still supports it. (you
may select any port you wish)
The reason why an administrator might want to do this are numerous such as
multiple client he wants to track or to obfuscate the traffic so someone
with a sniff might not identify it as radius right away. Or any other
reason.
