We are running Netware 6.5. Does anyone know if AD is a must or if it can
work without ?

It works with NT 4, for whatever it's worth.

If the Netware user accounts DB uses LDAP, you can create a RADIUS
authentication extension DLL that uses the DB. See MSDN for more info on
RADIUS extension DLLs.

Other than that, you can use AD or the Security Accounts Manager database
on the local IAS server. (Called "Local Users and Groups" in the UI)
