If the IAS Server has Fast Reconnect enabled, but the Windows Zero
Config client does not, what is the first exchange of packets that
takes place within the PEAP Part 2 encrypted tunnel?

I imagine that the IAS Server is sending an EAP-Request of type
Extensions (Type 33) with Result Succes.

If the ZeroConfig client does not have Fast Reconnect will it reply
with EAP-Response of type Extensions with Result Failure?

If so, does the IAS server subsequently sent an Identity-Request?
