We are having a problem with the SMTP service. Email
messages seem to be delayed about 1-2 minutes and are
visible in the PreSubmissionQueue? We are running EX2K
SP3 with the POST SP3 rollout on W2K SP4 with all updates
behind ISA 2000 on W2K SP4 with all updates. We have
checked DNS, opened up ISA completely but no luck. Both
Internal and External mail are affected by this problem.
Host is named ccs1.ccs-toronto.com and email addresses
are in the form user@ccstoronto.com (without the hyphen)!
AD integrated DNS for ccs-toronto.com and Standard
Primary DNS for ccstoronto.com are configured in W2K.
Any ideas appreciated. Thanks in advace for any replies.

Are you by chance running the ISA SMTP Message Screener or any other 3rd
party SMTP add-ins on the Exchange Server? If you are running the SMTP
message screener, try disabling it and see if this resolves your issue. If
it does then there is a hotfix for this known issue. You can call into
support to get a copy of the hotfix if this is the case.
