I am using the PICKUP folder to create SMTP emails exclusively - we do not
use relaying. I need to restrict emails only going to the domains listed in
the SMTP configuration - at the moment, any emails for domains not listed
get DNS looked up and delivered to the appropriate email server - can I stop
this behaviour?

I am using IIS 5.0.

Just a guess here, but try setting up a smart host that doesn't exist. Local
mail will get delivered, but other mail will get stuck in the queue and
ultimately dumped in badmail.
