IIS and SMTP - smtp service can not relay mail

Hi all

I am running a simple aspx application which attempts to sent mail using the
iis smtp service.
In this service, I have configured relay options for all authenticated users
(anonimous users are also accepted ).
In the iis server extensions i set the mailing options to use another smtp
server for relay of outgoing mail from
it.
Still all massages end upin the bad mail folder no matter what thier
destination is (local domain or some extra net domain).

Any idea where i should look will be appriciated.

P.s - the iis server can ping the second smtp server.
