One Email Address Not Receiving + SMTP Question

I have tried and tried to fix this problem: I have one email address that
receives mail fine (i.e. I can look in the mailbox directory on the server
and see the actual files), but when I try to Send/Receive in Outlook, the
emails never get downloaded. We have other addresses that we added before and
after this address that are working fine.

We are using SPA and Windows authentication with the Windows Server 2003
Standard SMTP and POP3 servers.

Another question: How does mail get from a remote server to our server, and
thus to our employees? I set the SMTP server to only allow connections from
our corporate IP's. This will still enable us to receive emails from outside
parties, correct?
