Strange problem with CDONTS on IIS

| I am sure you have heard the problem with CDONTS not sending email
through the SMTP server on IIS before, but this time it is on a web
server that is restricted so that nslookup has never worked and other
services are turned off.
I have had problems with the SMTP server on the server before, but that
was due to changing a setting for relaying on the server.
This time there have been no changes to the SMTP settings and the mail is
just sitting in the Queue folder on the server.
It is also trying to send "delivery status" messages back to the person
who sent the email through the site (which fail as our site has never
allowed sending emails to an external address.)
Is there an FAQ or list of steps to follow to correct this problem? Any
searches I do just seem to turn up people discussing the matter with no
solutions.

| The SMTP server needs to be able to perform DNS lookups to determine where
to send the mail to. If your mail is just sitting there, and NDRS are not
being delivered either, then it sounds like a DNS resolution problem to me.

As it was only sending messages internally, the network admin had
disabled any access to outside systems including nslookup and it seemed
to work fine up until a few days ago.
I have changed over the method of automatically sending email to CDO and
it seems to work fine now.
