Expired items in IIS SMTP queue directory

I have messages in my SMTP Queue directory that are weeks old, well
past the 2-day expiration timeout. They all are either undeliverable
messages or NDR notifications. I don't understand why they aren't
being cleared when they exceed the timeout period. Do I have a
configuration problem?
