How can I clean the outgoing queue?

Hi, all of you?

I have a w2k server & Exchange 2000 server.

Every time I have to restart the server, some users call me, telling me that
some messages that they did already send ( maybe two or three months
ago )are sended again.

It happens every time I restart the server.

How can I fix this problem ?
