MetaEdit, which you can download from Microsoft, is the only thing I can
think of off the top of my head, but it just displays IPSecurity as an array
of bytes.

If you want something that will display the denied IP list in something
resembling human-readable form, you'll probably have to write your own --
one could do this in VBScript or JScript with a little effort, or in C++
with a little more effort.
