All MS SMTP service mail goes to BADMAIL immediately

| Windows 2000 server SP4 / IIS 5.0
We deliver all mail to a smart host via the local smtp
service. DNS tcp/udp ports are open. I can send mail
everywhere using local outlook express with smart host
server specified. Even telnet to smart host using mail,
rcpt, data,etc is successful. When I use the local smtp
server as my mail delivery server it fails and all mail
goes to badmail. I found this MSKB article, but I'm not
sure if this is what I need to do or not.

Any help would be greatly appreciated.

| Sad to say.... but I ended up resolving this problem with a complete
reinstall of the entire OS. I'm sure there probably was an easier way to
fix, but I can't tell you (or myself) what it is.
