This is a common error when your exchange database exceeds the maximum size
(16GB). There is a procedure to temporarily increase the maximum mailbox
size:

I would suggest you have a look at people's mailbox sizes then try to clean
out some old messages. Once you are up and running again, a good idea is a
mailbox size policy.
