IIS and SMTP - Access Denied in OWA

My problem is that users with full mailboxes can’t delete anything from OWA,
they get a access denied error. To my knowledge this has never worked, the
system was pre exiting when I arrived. Current work around is that we have
the users come in and configure Outlook on laptop and pop it all down.

Windows 2000 SP4 Exchange 2000 clustered backend with shared storage (SAN)
Front End NLB Servers Windows 2000 SP4 IIS 5.0.
