Drag and Drop broken

I cannot drag and drop anything from my desktop to another spot on my
desktop and for that matter drag anything in Illustrator or photoshop.
Also, the search option doesnt work in my start menu and i cannot click
hypertext links with _blank.The new window just wont open. I have tried
typing "REGSVR32 /i SHELL32.DLL" to the run option in the start menu,
but still nothing.
Any suggestions? This is driving me mad.

Like, posting in the *right* newsgroup? This is for IIS SMTP/NNTP
issues not user interface problems with Windows Explorer. Try
reposting somewhere more appropriate and I'm sure you will get an
answer.
