I am new to IIS...

I have recently uninstalled and reinstalled SMTP on my Windows 2003 server.
Many articles that I have read state that if you do this the SMTP will no
longer work. Which is what is hapening to me.

When my clients have a webform, on their site, that sends an email it gives
them an error. If you disable the email function on the form it then works.

Where could I find out how to fix this? I have searched Google with no
luck.

First, always post the complete error message. Second, tell us why
you uninstalled and reinstalled. And third, if "many articles" tell
you that you'll have a problem, don't any of the "many articles" tell
you how to fix it?

FWIW, I haven't ever had an issue with uninstalling and reinstalling
SMTP breaking it. You may have to configure it again of course.
