How can I in this software (W2003 SE, IIS6 SMTP) restrict relaying
(forwarding mail from users to remote servers) based on
sender's email adress/domain name?
Why is such simple thing not possible in this software?
Is there any add-on or third party software available which does this?

That is not a very secure way of restricting who has permissions to relay.
You can set the sender's email address to be anything, so it is very easy
to fake it, and by-pass the restriction. So there wouldn't be much of a
point to have this.
