I know exchange server is a email server with outlook client. Can I use smtp
for email server and how without exchange?

SMTP is what mmanages transfer of mail to and from systems. There's
no inbox for a POP or MAPI client such as Outlook to use. Server 2003
has a POP server included, other versions do not.

Might also look at free mail server software, Mercury Mail is popular.
At pmail.com.
