IIS and SMTP - Large attachments dropped?

Hi

Running IIS6 smtp on w2k3 server to exchange 5.5

all mail going through ok except attachments over approx 4 MB

can see mail with large attachment in mailqueue on smtp server
this then changes in the queue to a return message
with the error below

Diagnostic-Code: smtp;554 5.6.1 Body type not supported by Remote Host

the sender doesn't recieve a failure message

attachments of 3 meg get through

I have read on the forum about exchange 5.5 can't handle 8 bit mime
surely this would affect all emails?

any help would be appreciated
