help i'm getting random "sorry, your mailserver is rejected by" me

| i have the outgoing mail server specified with user name & password in the
smtp protocol, but my users keep getting this error:
There was a SMTP communication problem with the recipient's email server.
Please contact your system administrator.
<their domain #5.5.0 smtp;553 sorry, your mailserver is rejected
by MAPS RBL+ problem - see http://www.mail-abuse.org/cgi-bin/lookup?%IP%>
it should be using the verizon mail server for outgoing, but it appears to
be sending the mail directly. how do i fix this?

The smart host setting is to send through another mail server. Make
sure Verizon allows this though.
