CDOSYS .send command with attachment over 1 meg error

"Starting a few days ago started getting errror.

"Not enough storage is available to complete this operation" when ever
trying to send a cdo message with an attachment over 1 meg. Is there a
registry setting like the upload limit one.

This is with ASP page on II6 on 2003 Enterprise server
