Author Missing NDRs on W2K3 SMTP server.

Now I feel like a real doofus. I posted this same problem on Monday, checked
for responses all day (none) went to check responses Tuesday and could not
find my original problem report. There was one report of a problem similar to
mine that had way less information and was given a really vague answer. So,
here I go again!

I have installed two SMTP services on two separate W2K3 servers. They both
manifest the same behavior. Unlike most of the posts that complain about too
many NDRs, I can't for the life of me get an NDR to appear in the badmail
directory of either server! I DO get a copy of the NDR sent to the email
address I specify under the SMTP configuration "Send a copy of the Non
Deliverable report to".
I also DO get an entry in the event log like

<start event log entry>
Message delivery to the host '66.93.114.26' failed while delivering to the
remote domain 'meme.com' for the following reason: An SMTP protocol error
occurred.
The SMTP verb which caused the error is 'RCPT'. The response from the
remote server is '550 <me@meme.com>: Recipient address rejected: User unknown
in local recipient table
'.

For more information, see Help and Support Center at
http://go.microsoft.com/fwlink/events.asp.
<end event log entry>

So, everything seems to be working fine except the NDRs do NOT appear in the
badmail directory, where I need them!!!!!!!!!!

I have checked to make sure there are no other "badmail" directories, or any
files ending in .bad. None on either server. Both servers are kept current
with critical updates. I do not have pop3 configured cuz I only need to send
emails and check NDRs. Properly addressed emails work fine. No obvious
problems in event log (like unable to write to the NDR directory).
