I have an Exchange 2000 server that, every time an email comes in through
smtp with 27 or more recipients in the To: field, the SMTP, World Wide Web
Publishing, MS Exchange IMAP4, POP3 and Routing services fail unexpectedly.
There are no errors in the Event Logs (except that these services failed
unexpectedly). I have tested this extensively, and it seems that 27 is the
magic number; 26 goes through just fine. The SMTP protocol is set to allow
messages with up to 100 recipients.

Anyone have any ideas?
