IIS and SMTP - SMTP Virtual Server problem

Author SMTP Virtual Server problem

I'm running Win XP Pro SP2 and added Default SMTP Virtual Server from
Add/Remove Programs.
I've configured Microsoft Outlook to use localhost as the SMTP server in
both of my e-mail accounts, but from both accounts if I try to send an
e-mail, Outlook will say that the e-mail has been sent, but it won't. This
server NEVER sends a message.
I've checked both Relay and Connection. Both of them has 127.0.0.1 set to be
allowed. Norton Anti-Virus is turned off and I set Windows Firewall to allow
port 25. I have a port scanner software here and it says port 25 is open.
What else should I try to make it work?

Have you checked the SMTP log to see what may be going on?

The data in the log file doesn't help that much. Here's an example:

Have you set smarthost to anything? Have you tried "Attempt direct delivery
before sending to smarthost"?
You find the settings under smtpsvc properties Delivery and button Advanced.

Check to see if your ISP has the port blocked... This is a SPAM
reducing technique. Many ISPs will open the port, with the condition
that you don't run an open relay and don't spam. Other ISPs just don't
do it at all.

What port? 25? Thought it was default port for SMTP servers.
What ISP could be blocking the connection? The ones I'm trying to send the
messages to or the one that provides me internet access?
I dont think my ISP will block my port 25 cos i had this SMTP server running
before on the same port.
